Chair calls meeting to order.

General discussion of TOPS, Inc. plans from presentation at last meeting.  Need information on capital improvements and commitment letter.

Chair asks for a motion on the minutes.   Minutes of February 11, 2008 tabled. Motion for approval of minutes for June 16, 2008 and July 9, 2008 made by Mike Trapani, seconded by Judy Wright. All members vote approval. Motion carried.

Tom Ganey questions the Northstar application.

Marlene Bryant explains it is still with the Department of Labor.  Also waiting on decisions for Nutrition Bar and JJML.

Tom Ganey – asks for a motion to table TOPS, Inc. until the asked for information is made available. So moved by Anne Kubarek, seconded by Judy Wright. All members vote approval. Motion carried.

Marlene Bryant – explains that the By-Laws need to be updated.  Also, City Manager has requested that an overview of each application is presented with the benchmark in accordance with the Development Plan.

Marlene reviews the application and requirements for SERVUS Hotel, Inc.  Can give conditional approval upon receipt of an official documentation.  Reviews procedure for failure to meet the wager benchmark.

Present are Alice Hoatland of Beard Miller CPA’s; Richard Malcolm of Holiday Inn; August Dillon and Joe Panebianco, owner/investors.

Marlene Bryant – application has met the CBA threshold. Attorney has not reviewed application yet.

Alice Hoatland – the Holiday Inn was certified in 2002.  Reapplication is due to restructuring of the LLC.  Dicusses project, employment, etc.

August Dillon – discusses capital investments, employees, local contractors used, stability.

Joe Panebianco – discusses full service vs. ‘no frills’., upkeep, improvements and maintenance, company involvement in the community.


Richard Malcolm – Hoilday Inns are individually owned but must subscribe to the Holiday Inn standard. There is the need to maintain service standards to keep above the competition.

General discussion of the application.  Seem to meet the minimum wage threshold on average.

Marlene Bryant – justification for approval needs to be written yet.

Judy Wright – would like to see it move forward.

Motion for approval made by Mike Trapani, seconded by Arlene Ryan. All members vote approval. Motion carried.

Marlene Bryant – Saratoga Cheese – waiting on export numbers for pre-approval then a formal application for approval.  As long as we do our part we will have formal application and resolution from Council.

General discussion of application and financing.

Motion to adjourn made by Arlene Ryan, seconded by Anne Kubarek. All members vote approval. Motion carried.
